An enquiry form is simply a question template used to capture information from prospective applicants who have expressed interest in letting a property, renting a non-residential asset, registering for a training course or receiving other related social housing services. Designed by the housing organisation, an enquiry form is structured in such a way as to elicit information that will qualify an applicant's eligibility to submit a formal application, thus saving time and effort. For example, an organisation's policy may set a specific threshold on the combined applicant income above which a request for social housing consideration is rejected. Similarly, applicants who already own a property might also be refused entry onto the social housing register. Any number of question templates can be created to cater for the varied application types that are supported by the housing organisation and steered by an initial enquiry form. It is not mandatory for all applications to be linked to an enquiry form but where one exists, this would be completed first before an application form can be processed. Question dependency rules within the template are also used to define how specific responses will determine an applicant's eligibility to apply for a property or service, referred to as 'Enquiry Form Fail' conditions. It may be that all question responses submitted on the enquiry form determine their eligibility; conversely, some may be regarded as peripheral data only, used to inform the next stage of proceedings should their application be accepted.
